LIBRARY POLICY

    • NO FOOD OR DRINK ALLOWED IN LIBRARY
    • PATRON MUST HAVE A CURRENT LIBRARY CARD TO CHECK OUT ITEMS.
    • ITEMS MAY BE RENEWED WITH THE EXCEPTION OF BEST SELLERS AND NO RENEWAL ITEMS.
    • YOU MAY REQUEST AN INTER LIBRARY LOAN (ILL) FOR BOOKS WE DO NOT HAVE. YOU ARE RESPONSIBLE FOR PAYING POSTAGE TO RETURN ITEM.
    • ANY PERSON OR PERSONS WITH DISRUPTIVE BEHAVIOR WILL BE ASKED TO LEAVE OUR PREMISES.
    • CHILDREN UNDER THE AGE OF 12 YEARS OLD MUST BE ACCOMPANIED BY A PARENT AT ALL TIMES.
    • YOU ARE RESPONSIBLE FOR YOUR CHILDREN’S BEHAVIOR, PARTICULARLY CLEANING UP THE TOYS THAT THEY HAVE USED WHILE VISITING.

 

LIBRARY CARD AND CIRCULATION POLICY

 To obtain a Library card, a person must have the following:

    1. A valid Government I.D. or Driver’s License
    1. A utility bill for proof of address
    1. A local phone number
  1. A personal reference and their local phone number
    (a person that knows you but does not live with you)

There is a limit of One (1) hardcover book and two (2) paperback books per card holder until a pattern for checking out and returning items is established.

This is usually for a period of four (4) months. The limit is raised according to library usage. Frequent users who return borrowed items on time are established more quickly that a user who comes infrequently.

DVD’S are checked out for a period of one (1) week only with a limit of five (5) DVD’S per family household.

DVD’S / VIDEOS COUNT AS ONE (1) HARDCOVER

All other items are checked out for two (2) weeks with a limit of twenty (20) items per household.

FINES ARE: .25 CENT (TWENTY FIVE CENT) PER DAY, PER ITEM. ITEMS ACCRUE CHARGES DAILY.

REPLACEMENT CARDS FOR LOST OR STOLEN CARDS ARE $2.00.

LOST OR DAMAGED ITEMS MUST BE PAID FOR BEFORE OTHER ITEMS CAN BE CHECKED OUT.

ANY FINE EXCEEDING $50.00 CAN BE RESOLVED BY THE FOLLOWING:

RETURN THE ITEMS AND PAY $20.00 IN LATE FEE. IN CASE OF LOST ITEMS: EACH ITEM MUST BE PAID IN FULL AND A FINE $20.00 LATE FEE WILL BE ASSESSED.

  If Patron has an OUTSTANDING FINE, arrangements must be made before more items can be checked out. You also lose the right to use computers and check out any items

PATRON RESPONSIBILITIES AND CONDUCT POLICY

Patron will accept responsibility for all materials borrowed on their card, will pay fines and damages charged to me, and will give prompt notice of change of address or phone. Patron must understand that false information provided in this form will result in loss of library privileges. Patron will notify the library immediately if the card is lost or stolen. Patron must understand if their account is collected through any court or collection agency, reasonable attorney and collection costs shall be added. The patron must sign the statement of responsibility.

It is a patron’s responsibility to maintain necessary and proper standards of behavior in order to protect his/her individual rights and the rights and privileges of other patrons.  If a patron creates a public nuisance, that patron may be restricted from the library and from the use of the library facilities.  Law enforcement may be called if a patron refuses to leave the premises when asked to do so.

NO food or drink is allowed in the Library

NO cell phones. Cell phones need to be used outside with the exception of activation of phone.

 

ANYONE ABUSING THESE PRIVILEGES WILL AUTOMATICALLY LOSE LIBRARY PRIVILEGES.If a patron wishes to appeal warnings or revoked privileges, he/she needs to contact the Head Librarian or President of the Library Board of Trustees.

INTERNET/ TECHNOLOGY USE POLICY

Library Computer Use Policy

Acceptable use of Public Computer Stations and Wi-Fi.

  • Patrons may use the public stations for a period of 30 minutes if others are waiting.

 

  • Children under 7th grade must be accompanied by a parent/ guardian at all times the child is on the computer.
  • Patrons must sign the Library Computer Use Policy.
  • Parents or guardians of minors must sign a Library Computer Use Policy before minors may access the internet. The internet may contain material that is inappropriate for minors.
  • Restriction of a minor’s access to the internet is the responsibility of the parent or guardian.
  •   Staff will assist patrons as time allows but cannot provide individualized training on computer or internet use.

Web Filtering

  • The Sevier County Library System in compliance with requirements of the Children’s Internet Protection Act (CIPA) filters all Internet Computers. Patrons age 18 years and older may request to disable the filter for unrestricted access for any lawful purpose within the Systems guidelines. The Sevier County Library System cannot control information accessed by any person through the internet. Parents and guardians of minors are responsible for monitoring their children’s computer usage.
  • Patrons may not use Sevier County Library System computers in violation of any local, state or federal ordinances, regulations or laws.
  • Patrons may not send, display or receive obscene, harassing or libelous messages, files or images. Engage in any activity which is obscene or deliberately and maliciously offensive or slanderous, or harmful to minors.  Violation of Arkansas codes 5-68-501, 5-68-302, 5-41-103 can result in loss of library privileges for up to but not limited to 1 year. Any patron has the right to appeal by making a formal request to the Sevier County Library Board of Trustees.
  • The Sevier County Library System allows social networking on library computers. Parents are encouraged to talk with their children about Internet Safety. Parents may want to visit sites such as www.onguardonline.com to learn about keeping kids safe online.
  • Viewing pornography on public computer stations and WI-FI is not allowed. All reports of pornography use will be reported to the Library Director.

Printing and Scanning Policy

 

Printing

  • No limit to number of pages printed if patron agrees to pay the amount of charges. Black and white is .20 cent each. Partial color is .50 cent each. Full color is 1.00 each side. 

Scanning

  • Sevier County Library System provides scanning services of materials to be inserted in email for a reasonable fee, but reserves the right to restrict materials due to content, condition and size. Prepayment is requested for all scanning services.
  • Charges for scanning services are $1.00 per sheet limited to 10 sheets unless prior consent given by Director.
  • Library staff reserves the right to refuse or otherwise limit requests of requested materials to be scanned.

” THE LIBRARY MAY DENY OR WITHHOLD COMPUTER, INTERNET, OR EVEN LIBRARY ACCESS PRIVILEGES FOR INFRACTIONS OF THESE POLICIES. ILLEGAL ACTS OF INVOLVING LIBRARY COMPUTING RESOURCES MAY ALSO BE SUBJECT TO PROSECUTION BY LOCAL, STATE, OR OTHER FEDERAL AUTHORITIES.”

 

Rules of use for the Sevier County Library System

Use the Library

  • Read – books, magazines, newspapers
  • Do Research
  • Use the Public Access Computer *30-minute time limit if others are waiting and you must sign in and comply with our computer use policy.
  • Ask any library staff person for assistance.

All bags, cases, rolling carts or boxes – no matter what size – brought into the library may only contain items relevant to library use or scheduled meetings.

  • Library staff may ask to look inside any bag, case, rolling cart or box at any time to determine if its contents are related to library use or if they suspect that library materials are being stolen.
  • Keep all personal items with you at all times.
  • Library staff is not allowed to hold your property and is not responsible if your property is lost, damaged, or stolen while you are on library property.
  • Any items left unattended will be considered abandoned.

The library does not allow

  • Clothing choices disruptive to the library environment
  • Smoking, chewing or use of any tobacco product while inside the library
  • Any animal that is not a licensed service animal
  • Sleeping
  • Eating or drinking that is not part of a library function or meeting
  • Anyone in staff only areas unescorted
  • Unattended children – Children under the age of 12 must be actively supervised by an adult
  • Misuse of library furniture, equipment or technology
  • Misuse of bathroom facilities
  • Vandalism or the destruction of library property or materials
  • Sexual activity of any kind
  • The verbal or physical abuse of library staff or patrons
  • Intoxication or the use of drugs
  • Firearms or weapons of any kind
  • Anything or anyone that disrupts the use of the library or the work of library staff

Any library staff person can…….

  • Ask any individual in the library if they need assistance and inform you of the rules of library use
  • Direct you back into public areas of the library
  • Eject you from the library for the day or request administration ban you from library use
  • Call 911 for emergency assistance
